JONATHAN D. ARNBURG
Founder & Principal Consultant
Jonathan has spent more than fifteen years helping complex organizations prepare for, respond to, and recover from significant disruption — across healthcare, federal disaster response, public safety, and municipal emergency management.
He began his career as a first responder and moved into emergency management through advanced study in the discipline, which took him from local response into roles shaping policy and practice at the state and national level. He has held director-level emergency management positions in both healthcare and the public sector, and has managed large-scale responses including hurricanes, active-shooter incidents, and public health emergencies.
Most recently he built and led enterprise resilience, crisis management, business continuity, and preparedness programs for a major integrated health system spanning five hospitals, more than 200 care locations, and over 20,000 employees — work that covered executive crisis readiness, incident command structure, continuity of critical services, and the exercise program that tested all of it.
Before healthcare, he served with FEMA in senior planning and operational roles, including as an Acting Planning Section Chief supporting federally declared disasters. He founded Clover Emergency Management to bring that same operational discipline to organizations that need a preparedness program capable of performing under real conditions — not a binder that satisfies a survey.
